Hazardous Materials Testing, Management & Remediation

Overview

Hazardous materials are found in building materials and on worksites and can be a risk to workers and the public during construction, restoration or demolition projects. Ontario Regulation 490/09: Designated Substances as written under the Occupational Health and Safety Act defines a designated substance as a hazardous material that is a biological, chemical, or physical agent to which the exposure of a worker is prohibited, regulated, restricted, limited or controlled. In Ontario, there are eleven (11) designated substances: acrylonitrile, arsenic, asbestos, benzene, coke oven emissions, ethylene oxide, isocyanates, lead, mercury, silica, and vinyl chloride.

Hazardous Materials Surveys

Norpro H&S specialists assist building owners and managers assess designated substances and hazardous materials on site to help them meet their regulatory requirements, due diligence needs, and to limit the risk of exposure to their workers by:


  • Conducting building surveys for designated substances.
  • Creating of an asbestos record for buildings where asbestos is known or thought to be present (as per the regulation).
  • Developing a report of designated substances on site to communicate with all workers and contractors on site (as per the regulation).

^Prices are for single layered materials. Materials with multiple layers (e.g. floor tile with mastic, plaster coating (brown base and white skin coats), roofing materials) will be charged an additional $15 per layer.


*Rush turnaround is only available for samples received by Norpro Monday through Wednesday. Samples received by the lab on Friday will have next day reporting sent out on Monday.

Designated Substance Control Program Development

Workers in the construction, renovation, and home restoration fields are often in contact with designated substances. If an assessment has been carried out which identifies that a worker is likely to be exposed to a designated substance during their work, then the employer shall develop a control program outlining the measures and procedures in place to control the worker’s exposure to the substances of concern. Norpro is available to assist clients with the development of Asbestos Management Programs, or Designated Substance Control Programs in compliance Ontario Regulations 278/05 and 490/09.


Who may require or benefit from a Designated Substance Control Program or an Asbestos Management Program?
  • Companies with workers involved in lead and asbestos abatement / remediation.
  • Companies with workers involved in the spraying of isocyanate containing products (e.g. urethane based insulation, polyurethane foams, industrial coatings (undercoating, concrete surface coatings), automotive paints).
  • Companies with workers involved in operations where exposure to silica occurs (e.g. drilling, cutting, grinding concrete, masonry, terrazzo or refractory materials)

Custom programming will be developed to meet the specific needs of the client based on the work being performed and potential for worker exposure. With Norpro’s ongoing support, programs can be continuously amended as the work environment and job tasks change.

Asbestos Remediation Support

If asbestos containing materials ACM will be impacted during renovation or demolition activities, the materials must be removed. Norpro H&S works closely with asbestos remediation contractors to ensure that all phases of an asbestos work operation are carried out in accordance with O. Reg. 278/05. If you have ACM that requires removal, Norpro H&S will:


  • Create a scope of work for removal, including removal operation classification as per the regulation.
  • Provide on site contractor management to ensure that abatement operations are completed as per the regulation requirements.
  • Provide ongoing visual inspection of abatement activities during the work.
  • Conduct a final visual inspection upon completion of abatement work.
  • Conduct clearance air sampling following remediation (as required by the regulation, or when requested by the client), prior to building re-occupancy.

Norpro H&S is available to assist in taking bulk samples of materials for analysis. We are able to share best practices and procedures for safe bulk sampling of materials, or we can come and take the samples for you.

Norpro H&S will always provide recommendations for next steps with a bulk sample analysis report. If further assistance is needed, based on the sample results, we are available to manage hazardous material remediation projects by providing project scoping, on site management of abatement contractors, daily project check-ins and inspections, post remediation clearance testing and project summary reports.

Norpro H&S is available to provide support for ongoing program management. This will look different for every client but could include annual audits of the program in the field to ensure that all components of the program are being met. It could also include an annual review of the program to ensure that it continually meets both legislative requirements, as well as the needs of the workplace (if any work functions or product usage changes).
